CARDS – Community Assistance for Reconstruction, Development and Stabilisation (2000 – 2006)

The CARDS programme is intended to provide Community assistance to the countries of South-Eastern Europe with a view to their participation in the stabilisation and association process with the European Union.


CENTRAL 2007-2013

CENTRAL EUROPE is a new EU programme (part of the former INTERREG IIIB CADSES programme) that encourages transnational cooperation to improve innovation, accessibility and the environment in Central Europe and to enhance the competitiveness of its cities and regions. The CENTRAL EUROPE programme area includes eight Member States (Czech Republic, parts of Germany, parts of Italy, Hungary, Austria, Poland, Slovenia and Slovak Republic) and one <Partner State (Ukraine). The programme is financed by the European Regional Development Fund and runs from 2007 to 2013.

The current period of Structural Funds programmes and instruments (e.g. PHARE, ISPA, CARDS, TACIS, but also INTERREG and TEN-T) did end in December 2006, so that and the Commission, the Member States and the regions did prepare new programmes and initiatives for the new programming period between 2007 and 2013.

eContentplus (2005 - 2008)

eContentplus is a multiannual Community programme to make digital content in Europe more accessible, usable and exploitable.

The 4-year programme (2005–08), proposed by the European Commission, will have a budget of € 149 million to tackle organisational barriers and promote take up of leading-edge technical solutions to improve acessibility and usability of digital material in a multilingual environment.

The Programme addresses specific market areas where development has been slow: geographic content (as a key constituent of public sector content), educational content, cultural, scientific and scholarly content. The Programme also supports EU-wide co-ordination of collections in libraries, museums and archives and the preservation of digital collections so as to ensure availability of cultural, scholarly and scientific assets for future use.

ENPI - European Neighbourhood and Partnership Instrument (2007 - 2013)

From 2007 onwards, as part of the reform of EC assistance instruments, the MEDA and TACIS programmes will be replaced by a single instrument – the European Neighbourhood and Partnership Instrument (ENPI). This will be a much more flexible, policy-driven instrument. It will be designed to target sustainable development and approximation to EU policies and standards - supporting the agreed priorities in the ENP Action Plans (as well as the Strategic Partnership with Russia, which was previously also covered by the TACIS programme). The ENPI will also markedly improve cross-border cooperation along the EU’s external land and maritime borders with these countries, thus giving substance to the aim of avoiding new dividing lines.
