TACIS – Technical Assistance for the Commonwealth of Independent States (2000 – 2006)

This programme was created for the former Soviet republics Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. It is aimed at promoting political and economic reforms, transport infrastructure projects and measures to protect the environment in these countries.  

TEN-T - Trans-European Networks Programme (2007 – 2013)

The free movement of goods and people not only depends on deregulating transport markets, but also on the quality of transport infrastructure. Promoting infrastructure that crosses borders and links national networks means that the Trans-European Network can speed up the realization of the Internal Market, connects remote regions and opens Europe up to its neighbours.

The objective is to focus on expanding transport infrastructure in the European Union and between the EU and its neighbours to cope with the anticipated increase in traffic. The Trans-European Networks program (TEN-T) covers all modes of transport (road, rail and inland vessel) and the global satellite navigation system GALILEO. It primarily supports to the Member States of the EU and is chiefly funded by the Cohesion Fund, the Structural Fund, the TEN budget and the European Investment Bank.

Regular calls for proposals under the draft multi-annual work programme for grants in the field of the Trans-European Transport Network (TEN-T) for the period 2007-2013 are foreseen.

THE COMPETITIVENESS AND INNOVATION FRAMEWORK PROGRAMME (CIP) 2007 – 2013

The Competitiveness and Innovation Framework Programme (CIP) aims to encourage the competitiveness of European enterprises. With small and medium-sized enterprises (SMEs) as its main target, the programme will support innovation activities (including eco-innovation), provide better access to finance and deliver business support services in the regions. It will encourage a better take-up and use of information and communications technologies (ICT) and help to develop the information society. It will also promote the increased use of renewable energies and energy efficiency. The programme will run from 2007 to 2013.

The CIP is divided into three operational programmes:

  • Entrepreneurship and Innovation Programme (EIP)
  • Information Communication Technologies Policy support Programme (ICT PSP)
  • Intelligent Energy Europe (IEE)

TRACECA - Transport Corridor Europe – Caucasus – Asia

TRACECA is an ambitious interstate programme aimed at supporting the political and economic development in Black Sea Region, Caucasus and Central Asia by means of improvement of the international transport. The programme objectives were formulated in 1993 at the Conference in Brussels by the European Commission and the Governments of Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan to support their integration into the international economy by improving and enhancing trade and transport. Today the TRACECA programme encompasses thirteen countries: five countries in Europe, three Caucasian states and five countries in Central Asia.


TWINNING (since 1998)

Launched in May 1998, the Twinning programme is one of the principal tools of Institution Building accession assistance. Twinning aims to help beneficiary countries in the development of modern and efficient administrations, with the structures, human resources and management skills needed to implement the acquis communautaire to the same standards as Member States. Twinning provides the framework for administrations and semi-public organisations in the beneficiary countries to work with their counterparts in Member States. Together they develop and implement a project that targets the transposition, enforcement and implementation of a specific part of the acquis communautaire.
